Os desafios do pacto nacional pela alfabetização na idade certa (PNAIC) no município de Recife

Abstract

The present dissertation was developed in the ambit of the Professional Master in Management and Assessment of Public Education (PPGP, in Portuguese) of the Center for Public Policy and Education Assessment of the Federal University of Juiz de Fora (CAED / UFJF, in Portuguese). The management case studied discusses the continuing education of Literacy Teachers based on the actions proposed by the National Pact for Literacy at the Right Age - PNAIC (Portuguese) occurred in Recife. We have a general goal to "Increase the participation of Literacy Teachers in trainings of PNAIC". For that purpose, we consider necessary to present and analyze the structure of this program in Recife in the years 2013 through 2014, in order to identify the elements that contributed to the proper or not proper functioning of the program in the period delimited for this investigation. Then we present an Educational Action Plan - PAE (Portuguese) - containing strategies that can contribute to an effective participation of Literacy Teachers in the program. We assume as hypothesis that the structure of the training offered to teachers, both from the Ministry of Education and Culture - MEC (Portuguese) guidelines, as from its accomplishment in Recife, was decisive for the adherence or non-adherence of Teachers. We used the qualitative research as a methodology, with emphasis on case study. As research tools, we used the questionnaire with objective and subjective questions, documentary analysis and interviews. The target readership of our research will be the Literacy Teachers who have worked in the literacy cycle during the years 2013 through 2014 and Study Advisors who were part of the PNAIC team in the same period.
