| Resumo: | Esta pesquisa visa compreender políticas e medidas legislativas em favor dos softwares livres de sistema operacional nos âmbitos do Brasil e do Uruguai. Os referenciais teóricos que guiam a análise realizada são o da luta pelo reconhecimento, de Axel Honneth e do viver plenamente a lei, de Zenon Bankowski. O percurso metodológico parte de uma análise qualitativa por traços de significação para a realização de inferências descritivas e causais. Realiza-se ainda uma investigação empírica pautada em dados de natureza direta e indireta. As principais constatações realizadas são as de que as medidas legislativas de adoção obrigatória de um software livre são, por si só, insuficientes para realizar mudanças significativas no setor e necessitam do amparo de políticas públicas abrangentes para operar mudanças significativas no campo dos sistemas operacionais. |
| Abstract: | This research aims to comprehend the political and legislative interventions supporting the free operating systems softwares in Brazil and Uruguay. The theoretical framework that guides this analysis is composed by the Honeth's struggle for recognition and the Bankowski's living lawfully theories. The metodological background consists of a qualitative analysis by unobtrusive research method and the accomplishment of descriptive and causal inferences. An empirical investigation is executed through the direct and indirect collected data. The main conclusions are that legislative measures of mandatory adoption in favor of free software are not able to transform the softwares market and they need the support of broader public policy interventions to operate significant changes in the operating system sector. |
