Ensino fundamental de nove anos: repercussões da Lei nº 11.274/2006 na proposta curricular da rede municipal de ensino de Juiz de Fora

Abstract

This master's research aimed to ascertain what were the changes in the curriculum of the Municipal School of Juiz de Fora to meet the new format of elementary schools - especially for the first year of this education level - in agreement with that established by the Law No. 11.274/2006, which widens to nine years in duration and mandate the enrollment of students at six years old. To this end, we sought to better know this policy, both nationally and at state and municipal levels. Found it necessary also to understand and analyze the concepts of childhood curriculum and present the official documents of educational policy in three areas. Intended to structure the present situation, based on the research findings, to assess the effects of policy in the proposed curriculum of the educational system from Juiz de Fora, in response to the initial research question. The research methodology used was content analysis of a corpus of official documents (federal, state and local) related to this policy, semi-structured interviews (with managers and teachers involved in the process) and field notes (achieved through observations in local municipal schools), which were sought relations of continuity and complementarity between the proposed curriculum of an educational setting. All work was supervised by survey and literature review in the areas of Educational Policy, Elementary Education and Curriculum for nine years. Data demonstrated commitment by the reorganization of the Municipal Elementary School. Realized the attempt of a collective work, democratic and reflective. The results demonstrated consonances and reinterpretations of the proposed city with the national guidelines and state and vice versa, without the idea of hierarchy, since they influence the political contexts, always pointing to the successive hybridization processes through which a policy, modifying it and producing new meanings and new possibilities for her.
