Potencial de implementação do serviço de cama e café como estratégia de economia solidária em Pilar/PB

Abstract

The present study investigates the feasibility of implementing the "Bed and Breakfast" (Cama e Café) accommodation model in the municipality of Pilar, Paraíba, from the perspective of Solidarity Economy and regional development. The study is justified by the disparity in the destination which, despite holding a rich cultural heritage as the birthplace of the writer José Lins do Rego and the setting of the sugarcane cycle, faces a critical structural bottleneck due to the lack of formal accommodation facilities, restricting the tourist flow to day-use visits and limiting local income generation. The general objective is to analyze the technical feasibility and the social predisposition of home accommodation as a solution to the bed deficit and as a vector for socioeconomic inclusion. The adopted methodology is classified as exploratory and descriptive research, with a qualitative and quantitative approach, based on a literature review and documentary analysis, using the methodological legacy of the Solidarity Tourism Program of Minas Gerais as a comparative reference (benchmarking). Primary data collection involved the application of structured online questionnaires to a sample of 38 residents, aiming to assess, under the commitment of anonymity, the basic conditions of the residences and the local interest in welcoming visitors. The theoretical foundation articulates concepts of hospitality, solidarity economy, and the Ministry of Tourism's regulations on the classification of accommodation facilities. The results documentarily prove the absence of an operating formal hotel network in the municipality and identify a strong latent hospitality in the local community, which has viable idle infrastructure and sees the activity as an opportunity to supplement income. It is concluded that the structuring of a Bed and Breakfast network in Pilar presents itself as a feasible technical proposition, with low initial investment cost and high social impact, capable of increasing the tourist's length of stay, valuing the intangible heritage, and promoting endogenous development. For its effective implementation, the application of legal, operational, training, and governance guidelines to be orchestrated by the municipal public management is proposed.
