| Resumo: | O sistema federal de acreditação do ensino superior federal, no Brasil, que articula regulação e a avaliação da graduação foi consolidado a partir da integração da Lei do Sistema Nacional de Avaliação da Educação Superior (SINAES), do Decreto nº 5.773 de 2006 e da Portaria MEC nº 40 de 2007, reeditada em 2010. Esses diplomas estabelecem parâmetros e insumos que devem estar atendidos para a oferta de cursos de graduação, seja pela rede privada ou pela rede pública federal. A observação dos reflexos desse sistema sobre a realidade da UFJF, demonstrou que a concepção e a operacionalização do sistema federal de acreditação não considerou as especificidades e as especialidades próprias de sua natureza, enquanto autarquia especial e enquanto universidade pública, e adotou uma condução inadequada e excessivamente controladora e reducionista. |
| Abstract: | The federal accreditation system of the Federal Higher Education in Brazil, that controls the regulation and the evaluation of under graduates, was consolidated from the integration of the Law of the National System of Higher Education Assessment (SINAES), Decree number 5773 of 2006 and the Ministry of Education and Culture (MEC) Ordinance number 40 of 2007, reissued in 2010. These documents fix the parameters and the inputs that should be met so that the Federal Under-graduation System can be provided, both by private and public education establishments, including the federal universities. A close look at that system´s outcomes to the reality of the Federal University of Juiz de Fora (UFJF) revealed that the concept and the operational terms of the federal accreditation system did not take into account its specific features and specialties, being it a special agency and a public university, and adopted an inadequate, overly controlling and reductionist bias. |
