Tudo acaba em carnaval? Uma análise da proteção à cultura popular brasileira a partir do fomento às festas populares da cidade de Governador Valadares/MG por meio da Lei Aldir Blanc (2020-2024)

Abstract

This paper aims to analyze the promotion of popular festivals in the Governador Valadares region through Laws N.° 14.017/2020 and N.° 14.399/2022, based on Henri Lefebvre's main concepts on the Right to the City. Understanding the importance of popular culture as a way of accessing the city and reducing historical exclusions, we started from the historical construction of the Vale do Rio Doce, bringing the concept of popular culture festivals closer to Lefebvre's concept of Festa, to verify their promotion in notices of the Aldir Blanc Law in the city. Thus, the methodology used was a bibliographic review based on productions on the history and reality of Vale do Rio Doce, Popular Culture and the Right to the City; in addition to documentary research of laws, notices, provisional measures and official publications of the Municipality of Governador Valadares. From the research, then, it was possible to verify that, understanding the importance of promoting culture, and analyzing how and to what extent Laws N.° 14.017/2020 and N.° 14.399/2022 contributed to this, the reality of Governador Valadares is still precarious and with little appreciation of popular culture festivals.
