Turismo e relações internacionais: o debate sobre a isenção unilateral de vistos no Brasil (2019-2024)

Abstract

The visa policy, presented by rules established by the National States to control the entry and stay of foreigners in their territories, is a diplomatic and geopolitical instrument that directly affects the fields of international relations and tourism, to the extent that it can influence both the number of visitors and the global perception about a nation. A debate in this field was established in Brazil during the government of former president Jair Bolsonaro (2019-2022) and gained more visibility in the context of transition to the current Lula government, with repercussions in the political, legal, journalistic and academic fields. Thus, the problem is to understand what is in perspective in the decision-making regarding the collection or exemption of visas, in the case under analysis? How can both measures impact international tourism in Brazil? Thus, the general objective of the research seeks to understand the debate on unilateral visa exemption in Brazil, from 2019 to 2024, which is made up of opinions favorable and contrary to the divergent measures taken in the aforementioned governments. The work was structured with an exploratory and analytical methodology, with qualitative data obtained through the internet and analyzed from a bibliographical and documentary review. Thus, visa policy should be discussed from a broad perspective, considering its implications on migration policy, tourism and the international positioning of Brazil.
