Os desafios da alta responsável para a população idosa no Brasil

Abstract

The general objective of this work is to identify the elements that pose challenges in the effective implementation of responsible discharge for the elderly population in Brazil. For this purpose, the challenges of responsible discharge for the elderly population in Brazil and its implications on the social relations of these elderly individuals were examined, based on the internship experience at the University Hospital of the Federal University of Juiz de Fora (HU/UFJF). To achieve this objective, we discuss issues related to the "aging process" in the specificity of capitalist society, with an emphasis on demographic changes marked by the rapid aging of the population and the feminization of old age. We present and critically analyze the Policies of Attention to the elderly, especially the perspective of care that holds the family and society accountable while the State becomes politically, socially, and culturally unaccountable. Finally, we present the elements that pose challenges in the implementation of responsible discharge, based on reports of internship experiences at HU/UFJF and the daily work practice of the Social Service at the institution, considering that the perspective of rights and the recognition of the role of the social assistance support network are fundamental for the care transfer to be truly responsible. The research is qualitative in nature, and the tools used for data collection were bibliographic reviews, document analysis, and reports of internship experiences, which were analyzed and interpreted from the critical perspective of Marx's method – dialectical historical materialism. The research showed that socio-familial and conjunctural elements are the main challenges that need to be analyzed and considered in the planning of discharge and, in general, in Public Policies, for it to be truly "responsible."
