Rotas de ingresso e a atuação política das mulheres: trajetórias, percepções e comportamento político de vereadoras em Minas Gerais

Abstract

This study aims to understand the women councilor ingress routes, elected in 2012 in Minas Gerais State, and how their different political trajectories can impact in the political behavior and their perceptions and attitudes in the role as women legislators. In this sense, it was analyzed the influence of male political capital in these routes of admission. Thus, it was intended in this research, through a single online survey approach with a sample based on the size of population and the poverty rate of their couties, to find a sociopolitical understanding of the trajectories of these women legislators. Then interviews were held with the women councilors of 36 counties of Minas Gerais State, in order to investigate the impact of family capital through three main dimensions: 1) perceptions and opinions; 2) attitudes; and 3) behavior: access to positions of power, greed and law-making, their agenda topics and their previous public positions. In addition, we sought to explore the profile, the type of associative involvement of these councilors, public positions before election, and the importance of political support of family capital. To such understanding, it was developed in this paper a typology relating councilors with male political capital – called heirs – in contrast to independent councilors, who have no male family ties. The results corroborate the postulated hypotheses and revealed that more studies are needed for a better understanding of the entry routes, political history, behavior, perceptions and attitudes of women in the Counties’ Legislature, trying to understand what other factors may be present the interaction with the other actors within the Counties Chambers. Although research has shown unprecedented results, it is necessary further development in the subject.
