“Cooperação ou dependência financeira?”: uma análise do consórcio intermunicipal de especialidades em saúde da Zona da Mata mineira

Abstract

Budgetary planning is an important health management tool, whose elaboration is oriented according to health and government priorities. In the Southeast region, in the last 10 years, the rate of inter-municipal consortial adherence in public health has increased by 60%. Preliminarily, this retrospective longitudinal study, with a quantitative approach, aims to identify possible costing and local management strategies when analyzing an allocation of financial resources, through budget plans and balance sheets, directed to the Intermunicipal Consortium of Specialties of Zona da Mata Minas Gerais (CIESP) , composed of 11 municipalities, in the period 2012 to 2019. The methodological path includes the analysis of secondary data from National Health Fund banks, the CIESP Transparency Portal and the Public Health Budget Information System (SIOPS). Using simple linear regression, by inferential analysis statistics, 95% confidence interval. There was a positive correlation between the federal government in municipal health and local investments in health, in the period from 2000 to 2019. It was found that the low revenue collection capacity of 90% of the municipalities studied; in the last 7 years, municipalities have financed 24% of CIESP's revenues from health actions; and the federal entity was the main financier of policies of significant social demand (Primary Care). In addition, the actions of health services articulated by CIESP made it possible to strengthen the local health systems of SUS, with local financing in the intergovernmental dependency.
