O papel da biblioteca eletrônica SciELO nas políticas editoriais de acesso aberto dos periódicos científicos brasileiros

Abstract

This article aims to analyse how the SciELO Brasil Library influences the editorial policies on open access of the brazilian journals highly classified by Qualis. This will be made with the support of the methodology for case study, from Robert Yin, and the inferential techniques from Epstein and King. It tries to verify the hypothesis that the indexation in SciELO is a relevant factor for the implementation of Creative Commons (CC) licenses by the brazilian journals classified as upper statum by Qualis. For that matter, it was made a collection of all the journals listed at the webpage of SciELO Brasil. The collected information dealt with the classification Qualis, the copyright license, the presence of APCs (article processing charges), e and the processing software used for submission at each journal. This information was used as units of analysis for this study. From them it was possible to observe the prevalence of the CC-BY license, the non-presence of APCs and the utilisation of softwares for submission which have no costs or that are non-profit. This work concludes with the statment that the scientifical communication through Open Access prevails at the journals classified at the Upper Statum by Qualis/Capes.
