| Resumo: | O presente estudo tem como objetivo compreender o processo de construção do federalismo na Argentina e no Brasil, a partir de suas respectivas constituições, no século XIX. Para isso, o recorte temporal desta investigação será entre os anos de 1852 a 1891. Para isso, será analisado o histórico desses países. Em 1852, a Argentina, com base em ideias norte-americanas, deu início ao processo de elaboração de sua primeira constituição de caráter federal, que possibilitou a integração de suas províncias em um só Estado Nacional. Em seguida, em 1891, o Brasil, procurando organizar uma nova constituição para a recém instalada República, buscou modelos que se adequassem às questões necessárias a esse novo regime, como a autonomia de seus estados ou regiões. A proposta, portanto, é mensurar, o quanto a Constituição argentina pode ter servido de inspiração para a construção da carta constitucional brasileira, de 1891. Como método, empreende-se uma investigação comparativa sobre as escolhas que as elites políticas de ambos os países fizeram para adequação do federalismo, de análises dos conceitos e a formação da federação, através do processo constituinte exposto nos Anais do Congresso Nacional brasileiro. Nesse sentido, a pesquisa tem o objetivo de compreender as discussões essenciais à formação de um ideal federalista nos países destacados, como o lançamento de manifestos e livros que auxiliaram na execução de suas respectivas constituições. Com o intuito de apresentar o objeto da pesquisa, utilizamo-nos da historiografia, que contempla a investigação, além de fontes como os Anais produzidos pelas Assembleias de ambos os países. Portanto, a proposta se sustenta na ideia de que os discursos são fundamentais para compreendermos melhor como os constituintes entendiam o federalismo. Com isso, podem-se examinar e debater questões discursivas, através da história dos conceitos, que nos auxiliam na execução da análise proposta e na possível comparação dos projetos constituintes do Brasil e da Argentina. |
| Abstract: | This research aims to understand the process of construction of federalism in Argentina and Brazil, from their respective constitutions in the nineteenth century. For this, the time frame of this investigation will be between the years 1852 to 1891. For this, the history of these countries will be analyzed. In 1852, Argentina, based on US ideas, began the process of drafting its first federal constitution, which made it possible for its provinces to be integrated into a single national state. Then, in 1891, Brazil, seeking to organize a new constitution for the newly established Republic, sought models that fit the issues necessary for this new regime, such as the autonomy of its states or regions. The proposal, therefore, is to measure how much the Argentine Constitution may have inspired the construction of the Brazilian constitutional charter of 1891. As a method, a comparative investigation is undertaken on the choices made by the political elites of both countries. for the adequacy of federalism, analysis of concepts and formation of the federation, through the constituent process exposed in the Annals of the Brazilian National Congress. In this sense, the research aims to understand the essential discussions for the formation of a federalist ideal in the highlighted countries, such as the release of manifestos and books that helped in the execution of their respective constitutions. In order to present the object of the research, we use historiography, which includes research, as well as sources such as the Annals produced by the Assemblies of both countries. Therefore, the proposal is based on the idea that discourses are fundamental to better understand how the constituents understood federalism. With this, we can examine and debate discursive questions, through the history of concepts, which help us in the execution of the proposed analysis and the possible comparison of the constituent projects of Brazil and Argentina. |
