Reformas gerenciais no estado brasileiro: uma análise dos impactos na educação brasileira

Abstract

The present work analyzes the impacts of the managerial reforms of the Brazilian State in the area of Education, after the Master Plan for the Reform of the State Apparatus (MPRSA) idealized by Bresser-Pereira (1995). The methods used for such analysis are the bibliographical survey and the social research, in which, from known authors in the area, social indexes, graphs and tables we can conclude that the reforms intended by the Master Plan consolidated the ascension of the private sector in higher education, through the process of mercantilization that can be understood as the attempt of the State to exempt from the responsibility of offering education, even though it is foreseen in the Federal Constitution of 1988; it made the qualification of the education professionals precarious, besides the investments and goals foreseen by the National Education Plan not being accomplished. Thus, it is possible to realize that with all these problems, the students' learning level was also affected, both in basic education and in higher education.
