Uma análise do baixo acesso dos Boletins Pedagógicos de resultados do Spaece 2017

Abstract

This dissertation was developed within the scope of the Professional Master's degree in Management and Evaluation of Public Education (PPGP) of the Public Policies Center and Education Evaluation of the Federal University of Juiz de Fora (CAEd/UFJF). The management case studied has as a problematic situation the fact that it is possible to prove that the Educational Bulletins are not visualized by a large number of users, verifying the accesses to the website of the Permanent System of Evaluation of Ceará Basic Education (Spaece). Thus, the investigated research question was: what are the possible causes of low access to Spaece Educational Bulletins? This study aimed to investigate the possible causes of the low access together with the CAEd/UFJF team responsible for the production of the Bulletins and with representatives of the Ceará State Secretariat of Education (Seduc). Therefore, the methodology used for the proposed investigation was a qualitative research, through semi-structured interviews with employees of the CAEd/UFJF team and representatives of Seduc. The justification for this research was because there was, evidently, low access and, consequently, little reading of the Bulletins; hence, the main point of the work lies in the dissemination of Spaece results and the Educational Bulletins as facilitators of the reading and appropriation of the results. The study objects were the Educational Bulletins prepared by CAEd/UFJF and made available on the Spaece website. For this purpose, the research pointed out that the delay for the dissemination of the Bulletins on the website (about ten months after the evaluation application) and the file format (which is not developed for reading on the web, but for later printing) are the main reasons for this low access. Based on the analysis of the research results, an Educational Action Plan (PAE) was proposed to present ways so that the product can fulfill its role of helping to disseminate the results in the next evaluation cycle. The main actions of the PAE suggest that the Spaece Bulletin and preliminary results be published concomitantly on the website and that the material be developed in PDF format designed for reading on the web, with an appropriate font, color, and layout.
