Coabitação entre escolas: relações de poder e desafios para a gestão de espaços compartilhados

Abstract

This dissertation was developed within the scope of the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policy and Evaluation of Education of the Federal University of Juiz de Fora (CAEd / UFJF). The management case analyzed the problems caused by the cohabitation regime between two schools in Aimorés / MG. It is the João Batista Cunha State School and Paulo Antônio Martins Municipal School. The study shows that the lack of shared management and the struggle for power causes conflicts among school actors, as well as many problems at school life. In this sense, we ask ourselves: what actions can be taken to minimize the problems generated by the cohabitation regime of João Batista Cunha State School and Paulo Antônio Martins Municipal School? The present management case had as its general objective: to analyze the problems generated by the cohabitation regime at João Batista Cunha State School with Paulo Antônio Martins Municipal School and to propose actions to minimize the difficulties arising from this situation. Immediately thereafter, the study has the following specific objectives: i) to describe the cohabitation regime of João Batista Cunha State School with Paulo Antônio Martins Municipal School and the resulting problems; ii) analyze the difficulties of managing a cohabiting school; and iii) propose an intervention plan with actions for the problems arising from the cohabitation regime of João Batista Cunha State School with Paulo Antônio Martins Municipal School. To do so, we use as a theoretical framework to discuss decentralization and municipalization of education the analyzes of Azanha (1991), Boaventura (1996) and Caravina (2009). To understand the situations of conflict and the dispute for spaces, Lopes (2014), and finally, Frago and Escolano (1998). Finally, Monteiro (2018) supports the reflection on school management. The methodology used in this study will be qualitative, and for the field research, interviews and questionnaires were conducted. Then, it is concluded that in order to have a democratic and shared management of cohabited spaces, it is necessary to take some actions that regulate the functioning of these spaces, that agreements must be made and mainly fulfilled, and to achieve these objectives, the participation of the school community becomes fundamental.
