PROUNI e avaliação: uma discussão sobre financiamento, acesso e qualidade na educação superior

Abstract

This paper analyzes the University for All Program (Prouni) within a context of expanding the access to higher education in Brazil in the last two decades, focusing on the quality of courses and institutions linked to the program, based on the evaluations of the National Evaluation System of Higher Education (Sinaes), from 2004 to 2012. The methodology used was based on a documentary analysis of the legislation that governs the two policies and data, and management reports provided by the Ministry of Education (MEC), the Instituto Nacional de Estudos e Pesquisas Educacionais Anísio Teixeira (Inep) and the Tribunal de Contas da União (TCU). It was found that some of the courses and institutions that offer Prouni scholarships obtained unsatisfactory concepts in Sinaes’ evaluations, but this has not caused the disassociation of these institutions of the program, while another part of these courses have not been evaluated. It was also found that the costs of the program for the government are relatively low, but the distribution of scholarships among the regions of the country is uneven. Given the findings of this work, we propose an action plan for the reorganization of the operational procedures of the evaluation policy, aiming to contribute to the improvement of Prouni, monitoring the quality of the courses that offer scholarships through this program.
