Transparência da gestão pública municipal: um estudo sobre o Ranking Nacional da transparência em Minas Gerais

Abstract

The present study aimed to analyze the items evaluated in the National Ranking of transparency have determined the outcome achieved by the municipalities of Minas Gerais. For both, we conducted a survey of exploratory and descriptive character, with a quali-quantitative, using references and documents that deal with public transparency, as well as analysis of data from the questionnaire applied by the National Ranking of transparency. The result showed that few items of the questionnaire have influenced the result, whether to raise or lower the notes reached by Minas Gerais counties. Finally, the implementation of data analysis enabled to understand that the main items responsible for reducing the notes of Minas Gerais counties were those related to the good transparency practices and those who presented a possibility of subsequent monitoring of request by Electronic Information Service to the citizen (e-SIC). Regarding the variables responsible for raise the notes were those related to the electronic information services to the citizen and the presentation of data of expenditure in the last 6 months.
