O processo de criação e implementação do CME no município de Novorizonte

Abstract

The present dissertation is developed under the Professional Master in Management and Evaluation of Education (PPGP) of the Center for Public Policies and Education Evaluation of the Federal University of Juiz de Fora (CAEd / UFJF). The studied management case discussed, from a historical perspective and in light of the concept of democratic management, the creation and implementation of the Municipal Council of Education (CME), in the municipality of Novorizonte. The research tried to answer the following question: how did the process of creation and implementation of the Municipal Council of Education in the municipality of Novorizonte, State of Minas Gerais, occur in the light of democratic management? We assume as hypothesis that the process of creation and implementation of the Municipal Council of Education of that municipality did not occur in light of the principles of democratic management. The general objective of the research is to carry out a historical analysis on the aspects associated to the creation, implementation and operationalization of the Municipal Council of Education in the light of the debate on democratic management in education. The specific objectives defined for the study were: i) to describe the process of creation and implementation of the Municipal Council of Education from Novorizonte; ii) analyze the process of creation and implementation of the Municipal Education Council in the light of democratic management; and iii) propose measures to improve the performance of the Municipal Council of Education of this municipality of the North of Minas Gerais. The theoretical reference for the analysis of the management case was based on the thoughts of authors such as Alves (2005), Bordignon (2009), Cury (2005, 2011), Gadotti (2000, 2014), Lück (2000, 2006), Riscal (2010). In their studies, these authors address the Teaching Systems, the importance of the Education Councils as spaces of social participation and about the democratic management of education. As methodology it was used the qualitative research and as research instruments, the documentary analysis, the accomplishment of interviews and the application of questionnaires. The study was divided into three chapters. The first one deals with the process of creation and implementation of the CME in the municipality of Novorizonte. The second chapter analyzes the difficulties in the implementation and operationalization of the CME and, in the last chapter, there were proposed measures, through an action plan, with the objective to contribute to the work of the CME to collaborate for the management education.
