| Resumo: | O presente artigo discute os motivos que levaram à adoção de uma política de medicamentos no Brasil. Para tanto busca, através de uma revisão bibliográfica, fazer um resgate histórico dos múltiplos fatores que interferiram na construção dessa política. Além de traçar a trajetória deste processo, o artigo procura assinalar algumas de suas características no Brasil contemporâneo. Enfatiza-se, aqui, a política de saúde como uma política universalista e igualitária, reclamando a responsabilidade do Estado na efetivação do direito à saúde preconizado na Constituição de 1988. Nesse contexto, apontam-se as razões para que a política de medicamentos seja parte integrante da política de saúde, com o objetivo de se obter um acesso mais próximo do integral, entendendo que o campo da saúde é também um espaço onde a cidadania deva ser buscada de modo pleno. |
| Abstract: | This article discusses the reasons that led to the adoption of a drug policy in Brazil. For this, through a literature review, it aims to make a historic rescue of multiple factors that interfered in the construction of this policy. Besides showing the trajectory of this process, it aims to identify its characteristics in the contemporary Brazil. The article also emphasizes the health policy as universal and egalitarian, claiming the responsibility of the State in order to accomplish the right to health advocated in the 1988 Constitution. In this context, this paper outlines the reasons why the policy of medicines is an integral part of health policy, aiming to get a more full access for the whole population. Therefore, it is intended to assist the understanding that health care is also an area where citizenship should be sought fully. |
