A institucionalização da participação popular na administração pública brasileira: a situação dos conselhos e fundos municipais de segurança alimentar e nutricional no estado de Minas Gerais

Abstract

The idea of the present study came from a project developed by the REAJA – Network of Studies and Actions in Food Justice, a group of research and extension linked to the Law School of the Federal University of Juiz de Fora – wich has been assisting the Juiz de Fora Food and Nutricional Security Council in order to institute in the city the Food and Nutricional Security Fund, that in spite of having legal forecast for its institucion since the year of 2015, has not yet been duly established by the city government. From the finding of this deficiency within the institucional structure linked o the fundamental right of food, the objective was to discover to what extend this fact would be related to a fragility proper to the process of construcion of institucional arrangements that has been developed within a broader reality. For this, a research was carried out with all cities in the State of Minas Gerais, whit whe purpose of discovering, by the end, if the process of institucionalization of the Food and Nutricional Security Councils was duly accompanied by a process of institucionalization of specif funds that could guarantee a greater efectiveness of the councils in their activity of creation and execution of public policies linked to the food security, with a consequent implementation of popular participation in public administration. Finally, at the end, it was verified that the problem iniatilly diagnosed in the city of Juiz de Fora can be considered a portrait of the reality lived by almost all the municipalities of the State, indicating that is not a specific problemlinked to the local political specifities, but rather a problem inherent in the institucional arrangement that has been developed around the fundamental right of food.
