O serviço social na política de assistência social: uma análise das orientações técnicas sobre o PAIF

Abstract

This study focused on apprehending the social direction of the document "Technical Guidelines on PAIF", with reference to the Ethical-Political Project of Social Service, since the same can direct the professional doing the professional work of the social worker in the Single Social Assistance System. The methodological course consisted qualitatively with two types of research: bibliographical and documentary. In the first moment, a bibliographical research was carried out starting from some theoretical references that articulate the themes of the Social Question, Social Policy, State and Social Work. In documentary research, the analysis was based on the two volumes of the guidelines, which are normative documents that determine the operational elements for implementing the PAIF. Based on the analysis of the guidelines, it was verified that the social assistance policy determines the content of social programs, exercises control over the lives of users, and defines normative documents the form of care, procedures, tools, techniques and approaches for the operationalization of focused, punctual and precarious socio-assistance services. It was also possible to observe that the theoretical-methodological, ethical-political and technical-operational perspectives contained in the document are in a useful position to maintain the current order. Such perspectives express the principles, guidelines and social direction of the new organizational model of social assistance policy according to the lack of accountability of state actions, in the context of a neoliberal offensive. Finally, we can say that it is essential that social workers take as reference the theoretical-critical perspective to illuminate reading about the state, social policies, conditions and working relationships to enhance the relative autonomy in the conduct of professional practice.
