Uma análise dos processos de governamentalidade da política de educação permanente em saúde no município de Juiz de Fora, Minas Gerais

Abstract

The present research encompasses the context of public policies on health in Brazil, having as its focus the National Policy on Permanent Health Education, which since its inception involves processes of governability that suggest changes in its design, in place of the governmental agenda and, mainly, in its forms of execution. Considering that the execution of the National Policy on Permanent Health Education, at municipal level, is suffers the effects of the true regimens which cross the processes of governability in public health, the present master’s degree dissertation had as its goal to identify which strategies of Permanent Health education have been developed in Juiz de Fora, Minas Gerais, discussing the discourses and practices that compose it, analyzing the processes of governability, according to the theoretical perspective of Michel Foucault. The methodological outline was contemplated by field work, by ethnography and by the discourse analysis of Foucault’s references. The source of data was composed of a sample of convenience by thematic saturation and context saturation formed by informants that occupy important political-social positions in the field of municipal public health in the context of the Policy on Permanent Health Education in the city, besides ethnographic observation and field immersion with the use of a field diary. The research showed that the changes which occurred during the trajectory of the Policy on Permanent Health Education in the city of Juiz de Fora, legitimized by a regimen of truths, were defined by processes of governability, which regulated practices and defined positions of subject that kept those processes alive.
