Title: O programa de correção de fluxo escolar: práticas de formação de professores do projeto avançar

Resumo: Esta dissertação objetiva analisar a operacionalização e implementação da política de Correção de Fluxo Escolar do Amazonas – o Projeto Avançar, com o foco específico na operacionalização e implementação desta política com vista ao contexto pedagógico, na formação de professores que atuam na classe de aceleração. O Projeto Avançar foi criado em 2005, pela Secretaria de Estado da Educação e Qualidade de Ensino do Amazonas e destina-se aos estudantes do Ensino Fundamental com distorção idade-ano de escolaridade de pelo menos dois anos, que poderão constituir grupos diferenciados de atendimento, conforme o nível de alfabetização e série/ano escolar que frequentam nos anos iniciais e finais. O principal objetivo desta política é de regularizar o fluxo escolar da rede estadual com a viabilização de alternativas pedagógicas fundamentadas em aprendizagem significativa e no fortalecimento da autoestima do aluno. A presente pesquisa tem como objetivo central verificar se as ações delineadas na proposta do Projeto Avançar, com base nas finalidades e orientações referentes ao contexto pedagógico, atendem às expectativas de aprendizagens e ás estratégias de ensino para os alunos com atraso escolar dos anos finais do ensino fundamental. Para o desenvolvimento da pesquisa, optou-se por uma metodologia qualitativa que consistiu-se na análise documental, realização de entrevista com roteiro semiestruturado com os atores atuantes diretamente no programa na Secretaria de Educação e utilização dos dados coletados pelos mestrandos Maria Francisca Andrade e Raimundo José Pereira Barbosa do Curso de Mestrado Profissional em Gestão e Avaliação da Educação Pública da Universidade Federal de Juiz de Fora (UFJF) da mesma área de pesquisa com o foco da investigação na escola e coordenadoria regional de educação. Como fundamentação teórica, buscou-se suporte nos estudos de Condé (2012), Mainardes (2006), Lück (2000), Gatti (2010), Nóvoa (1992), Candau (1997) e Prado (2000). Os instrumentos metodológicos e os referenciais teóricos forneceram subsídios para a compreensão dos fatos, trouxeram elementos relevantes que possibilitou a identificação de algumas fragilidades da política de correção de fluxo escolar desenvolvida pela SEDUC/AM e em relação aos principais desafios a serem superados para a efetivação do programa. A partir dos resultados da pesquisa, em caráter sugestivo, propõe-se um Plano de Ação Educacional (PAE) que consiste em algumas recomendações de melhorias ao êxito desta política que possibilitará maior sucesso e oportunidades educacionais.
Abstract: This dissertation aims to analyze the operation and implementation of the Amazon School Flow Correction Policy - Avançar Project, with specific focus on the operation and implementation of this policy aiming the pedagogical context, on the training of teachers who work with accelerated classes. Avançar Project was created in 2005 by the Education Secretariat and Amazon State Teaching Quality and it is intended for students of Elementary School with schooling age-grade distortion of at least two years, which may build different groups of service according to the level of literacy and grade / school year who attend the initial and final years. Its main goal is to regulate the school flow of the state system with the viability of educational alternatives based on meaningful learning and strengthening the self-esteem of the student. This research has as a fundamental goal to verify whether the outlined actions on the proposal of Avançar Project, based on the purposes and the guidelines concerning the pedagogical context, support the learning expectations and the teaching strategies for students lagging behind the final years of elementary school. For the development of the research, it was chosen a qualitative methodology consisted of document reviews, semi-structured interviews with active actors directly with the program at the Education Secretariat and using the data collected by the Masters students Maria Francisca Andrade and Raimundo José Pereira Barbosa from the Professional Master's Degree in Management and Evaluation of Public Education of the Federal University of Juiz de Fora (UFJF) course from the same area of research with the focus of the investigation at the school and at the regional education coordination. As a theoretical foundation it was searched a support on the studies of Condé (2012), Mainardes (2006), Lück (2000), Gatti (2010), Nóvoa (1992), Candau (1997) and Prado (2000). The methodological tools and theoretical references provided the comprehension of the facts, as well as brought relevant elements that allowed the identification of some weaknesses of the school flow correction policy developed by SEDUC / AM and about the main challenges to be overcome for the program effectiveness. From the results of the research, in suggestiveness, it is proposed a Pedagogical Action Plan (PAE) consisted of some recommendations of improvements to the success of this policy which will enable greater success and educational opportunities.
