Os limites da institucionalidade das políticas de economia solidária no governo do Partido da Social Democracia Brasileira (PSDB) em Minas Gerais - 2008 a 2013

Abstract

The development of public policies in the area of solidarity economy was established as a relatively recent phenomenon in the history of Brazilian social policies, especially in the 2000s. Materialized in governmental initiatives of Brazilian states and municipalities, the actions of solidarity economy were motivated by the creation of the National Secretariat for Solidarity Economy (SENAES) in the Ministry of Labor and Employment (MTE) in management of President Luis Ignacio Lula da Silva. In Minas Gerais, the solidarity economy policy appears in the ballast of these experiences, encouraged by the creation of a specific law to its development. This dissertation in master level aims to analyze the process of institutionalization of State Policy of Development of Popular Solidarity Economy, designed by the State of Minas Gerais in the period 2008-2014, in order to understand the provisions of the social reality in which this policy arises and is institutionalized, the treatment given to it by the State, the participation of actors involved in this debate, belonging to the State Council for Solidarity Economy (CEEPS), the actions elaborated from that, its implementation, conflict and divergent interests that determine them. To do so, we perform documentary and empirical research study, based on investigation of Law No. 15,028 / 2004, the writing record of CEEPS´ meetings from 2009 to 2014 and interviews with CEEPS´ counselors. In this study, we inferred that the state policy of solidarity economy of Minas Gerais is restrictive, fragmentary and residual, and that, for the reason of have been developed under the neoliberal hegemony adopted by administrative reformation of the Minas Gerais government, in the management of Party of Brazilian Social Democracy, is the target of a "perverse confluence" which mitigates and restricts its potential, but, once perceived, bring the possibility of being redirected to the strengthening of self-managed work by the individuals who participate of it.
