| Resumo: | As mudanças significativas nas variáveis climáticas projetadas para o século 21, juntamente com os impactos causados por eventos meteorológicos extremos observados, endossam que a adaptação climática seja questão premente para as áreas urbanas. O município de Ubá, MG é um importante polo industrial e de empregos, que sofre com elevados totais pluviométricos no verão, acompanhados por eventos extremos de chuva, os quais impactam diretamente a infraestrutura da cidade e a sua população. A presente pesquisa tem como objetivo investigar a problemática urbana do município em relação às chuvas, para integrar perspectivas de criação de um Plano de Adaptação Climática para a cidade. Para tanto é realizado um resgate dos estudos produzidos até então, considerando condicionantes climáticos, geográficos e as pressões antrópicas sobre o solo e o ambiente do município. Além de levantar dados sobre a variabilidade pluviométrica na cidade e a distribuição de eventos extremos nos últimos anos, seu contexto urbano, assim como trabalhar com a perspectiva da percepção climática e de risco da população. Esse conjunto de dados coletados permitiu uma visualização geral do município quanto a sua configuração urbana, clima e relação com seu sítio e entorno. Com isso, através das análises das informações obtidas, chegau-se a uma compreensão ampla da situação atual do município quanto a sua vulnerabilidade frente aos aspectos do clima urbano, e das necessidades frente às mudanças climáticas e as chuvas extremas, o que tornou possível comparar esses dados com a visão da população desse contexto, incluindo a sociedade também na identificação das fragilidades do meio urbano, e a partir de suas perspectivas, incluir a participação popular no contexto do planejamento. O ato de levar esse questionamento aos moradores, e o resultado desse questionário viabiliza a ligação entre a avaliação e o direcionamento de metas do Plano de Adaptação Climática, onde nesse ponto são levantadas possibilidades e indicações de metas para adaptar a área urbana da cidade, direcionando principalmente à populações mais vulneráveis. Além de buscar tratar de demandas urgentes, mas também de adaptar o cerne dos desafios urbanos e climáticos do município. |
| Abstract: | The significant projected changes in climatic variables for the 21st century, together with the impacts caused by observed extreme weather events, endorse that climate adaptation be an urgent issue for urban areas. The municipality of Ubá, MG is an important industrial and job hub, which suffers from high rainfall totals in the summer, accompanied by extreme rainfall events, which directly impact the city's infrastructure and population. The present research aims to investigate the municipality's urban issue regarding rainfall, to integrate perspectives for the creation of a Climate Adaptation Plan for the city. To this end, a rescue is carried out of the studies produced so far, considering climatic, geographical conditionings and the anthropic pressures on the soil and the municipality's environment. Also collecting data on rainfall variability in the city and the distribution of extreme events in recent years, its urban context, as well as working with the perspective of climatic perception and risk of the population. This set of collected data allowed an overall view of the municipality in terms of its urban configuration, climate and relationship with its site and surroundings. It reaches a broad understanding of the current situation of the municipality in terms of its vulnerability vis-à-vis aspects of the urban climate, and the needs in the face of climate change and extreme rainfall. What made it possible to compare these data with the perspective of the population in this context, including society in the identification of urban vulnerabilities, and from their perspectives, incorporate popular participation in the planning context. The act of bringing this questioning to the residents, and the result of this questionnaire enables the connection between the assessment and the goal-setting of the Climate Adaptation Plan. At this point, possibilities and indications of goals are raised to adapt the urban area of the city, primarily targeting more vulnerable populations. In addition to addressing urgent demands, it also seeks to adapt the core of the municipality's urban and climate challenges. |
