| Resumo: | O presente trabalho, em um espectro geral, visa compreender, por meio de um estudo teórico dividido em duas frentes, os fundamentos históricos da formação da economia agrária brasileira e os efeitos desses no surgimento do Programa Nacional de Fortalecimento da Agricultura Familiar (PRONAF), não só, como também se visa compreender a agenda política de criação do PRONAF, assim como observar o impacto social do programa. Com isso, na primeira parte do trabalho, busca-se contextualizar a história político-econômica da agricultura brasileira sob o foco dos agricultores familiares e os conflitos sociais em seu entorno, com o objetivo de compreender a questão da agricultura familiar no Brasil Contemporâneo. Ademais, busca-se estudar o PRONAF sob a perspectiva da literatura de políticas públicas, com o objetivo de definir as influências propulsoras do programa governamental. Já na segunda frente do trabalho, há uma revisão bibliográfica dos trabalhos que analisaram os dados publicados após a implementação do programa, com o intuito de entender o impacto desta política na população. |
| Resumen : | The aim of this work, in general terms, is to understand, through a theoretical study divided into two fronts, the historical foundations of the formation of the Brazilian agrarian economy and the effects of these on the emergence of the National Program to Strengthen Family Farming (PRONAF), not only that, but the aim is to understand the political agenda behind the creation of PRONAF, as well as to observe the social impact of the program. The first part of the paper seeks to contextualize the political and economic history of Brazilian agriculture from the point of view of family farmers and the social conflicts surrounding them, with the aim of understanding the issue of family farming in contemporary Brazil. In addition, PRONAF is studied from the perspective of public policy literature, with the aim of defining the driving influences of the government program. In the second section of the paper, there is a bibliographical review of works that have analyzed the data published after the implementation of the program, with the aim of understanding the impact of this policy on the population. |
