O papel do plano diretor na organização espacial das cidades: o caso do município de Três Rios

Abstract

The current leadership exercised by the municipality on the establishment and execution of urban policy is the result of a historical development that has the Brazilian Federal Constitution of 1988 and the City Statute (Federal Law 10.257/2001) as recent marks. It is attributed to the municipality the authority to issue the basic instrument of development and urban expansion policy, the one that more closely will guarantee the social function of the city and property: the Urban Master Plan. Três Rios, a city located in the south-central region of the state of Rio de Janeiro, has suffered in recent years, an accelerated process of economic dynamization due to the revival of the local industrial sector. In this context, the study of the mechanisms of urban planning and land management, able to contribute to the spatial organization of the city, points out. This research, therefore, aims to understand the historic development of the tools that the municipality has to fulfill the task of sorting their growth, in a comparative perspective to the development of national urban policy. For this, the three Urban Master Plans previously edited and a fourth, in preparation, were analyzed. So, it was possible to establish a comparison between the Plans, especially about the aspects of land use (such as zoning and specific urban instruments), and see the gradual evolution of the conditions for the realization of the social function of the city and property.
