A contrarreforma do setor saúde: uma análise da UPA São Pedro em Juiz de Fora

Abstract

This study aims to analyze the implementation of the Emergency Care Unit (PAU) of St. Peter in Juiz de Fora, MG considered tool use of public funds for the project feasibility of privatizing the state contrreforma. The Municipal Health Council of Juiz de Fora was defined as the setting for our research because it represents a space to bring together individuals with diverse interests enables the dispute over the allocation of public funds. From this perspective problematizes the construction of the Social Security system in Brazil, the public fund, the Contrarreforma state and the role of health councils considered space of resistance. Through research of the minutes and resolutions produced by the CMS was possible to identify the arguments used in favor of privatizing and project implementation strategies of resistance developed. This thesis aims to contribute to the critical reflection process against reform by capital undertaken densifying arguments for its deconstruction.
