O Diretor Escolar e a gestão financeira em escolas de educação básica: o caso da SRE Sete Lagoas

Abstract

This present work was developed in the “Mestrado em Gestão e Avaliação da Educação Pública” offered by the “Programa de Pós-Graduação Profissional (PPGP)” of the “Centro de Políticas Públicas e Avaliação da Educação (CAEd) of the “Universidade Federal de Juiz de Fora (UFJF). This work is about the difficulties in the managing of the resources that arrive to the “Caixa Escolar dos Diretores de Escolas” of “Sete Lagoas”, in Minas Gerais. The research realized guided itself by the general aim of investigating and analyzing the challenges found by the school managers in the execution of the financial resources passed on to the “Caixas Escolares” and to propose a “Plano de Ação Educacional” to the confront of the distresses identified during the realization of this study. We organize this work to reach the general objective departing from these following points: a) describing the financial resources passed on the public schools from the state of Minas Gerais by the “FNDE” and by the “SEE/MG”; b) analyzing the challenges confronted by four school managers of the state schools of Sete Lagoas; and c) to propose a “Plano de Ação Educacional” directed to the improvement of the school managing in what concerns the studied dimension. For this, it was made a literature review about financial managing, attribution and manager formation, among others. In the field research we found relevant aspects in the difficulties of the “Gestores Escolares” in terms of controlling the funds that arrive in the school by the “Caixa Escolar”. The analysis of the data points to the possibilities of undertaking qualifications that focus specifically on solving these difficulties and treat others problems that we found in the field of “Gestão Escolar”. In this sense, we propose a strategy that could be adopted in the scope of the “Superintendência Regional de Ensino”. This strategy is about the promotion of qualification turned to the managing of financial resources of the school. There is hope that this proposal could contribute with the managing of public schools.
