Abstract

This research aims to analyze the achievement of the goal of promoting the quality of basic education of the State Education Plan of Santa Catarina (SEP/SC) specifically for high school, based on the results of the Basic Education Development Index (IDEB) and public policies developed and applied during the period of its validity. The study was carried out in three stages: theoretical, empirical and analytical. In the theoretical stage, the literature was reviewed and a documentary search of the issues concerning the subject was carried out. The empirical stage consisted of data collection and the processing of information and indicators necessary to understand the evolution of the achievement of the goal 7 of the PPE/SC, available on the Educational Management System of Santa Catarina, on the Portal of the National Institute for Educational Studies and Research “Anísio Teixeira”, on the Portal of the State Secretariat of Education of Santa Catarina (SEE), and in the responses to e-mails sent to the various sectors of the SEE. In the analytical stage, a descriptive analysis of the data and indicators was carried out, considering the public policies applied since the approval of the SEP/SC. The results showed that the efforts of Santa Catarina, for high school, seem to be insufficient for a significant and continuous improvement of school flow, student learning and reduction of inequalities. Thus, it is unlikely to achieve the goal of 5.6 in the IDEB 2021, given its trajectory, the last result was 4.2 (2019) and the highest index recorded was 4.3 in 2011. In addition, there was no great scope public policy that, in a short period of time, may favor the change necessary to achieve the goal 7.
