| Resumo: | Os documentos, leis e métodos avaliativos estão presentes no âmbito educacional e são importantes para o avanço de metodologias inovadoras e melhorias no processo de ensino e aprendizagem, assim como, para o alcance de metas—resultados eficazes nas avaliações do IDEB, que é consequência das mudanças nas políticas educacionais de governo e na persistência de gestores e docentes preocupados com o aprendizado em sala de aula. À guisa disso, o objetivo desse artigo consiste em discutir as propostas e os avanços das Políticas Públicas Educacionais (PPE) do município de Itabaianinha e analisar os resultados do IDEB Anos Iniciais referentes aos anos de 2017 e 2019. Assim, interessa-nos, neste estudo, o aporte teórico ancorado em Bonamimo (2002), Pestana (2016), Schwartzman (2005), Luck (2014), orientados pelas discussões referentes aos processos avaliativos do SAEB e que, neste trabalho, centram-se nos anos iniciais. A questão norteadora que moveu esta narrativa foi: quais os mecanismos adotados pelo município de Itabaianinha para obter avanços nos resultados do IDEB? Com ela, observamos o contexto de aplicabilidade PPE que visaram melhores resultados para as avaliações em âmbito municipal. O mapa metodológico do trabalho consiste numa avaliação externa de caráter quanti-qualitativa descritiva e estudo de caso dos resultados do IDEB anos iniciais no recorte temporal de 2017 e 2019 do município de Itabaianinha, fazendo uso de dados do INEP, QEDU e fontes documentais da secretaria de educação do município supracitado. Diante desta pesquisa, evidenciou-se que a rede pública educacional de Itabaianinha vem tendo avanços significativos no IDEB, o que se também relaciona com o desenvolvimento do Projeto Ideb Positivo e suas vertentes. Além disso, evidenciou-se a importância em se ter o próprio sistema municipal de avaliação, com seus indicadores acompanhados ao longo do processo. |
| Abstract: | The documents, laws and evaluation methods are present in the educational scope and are important for the advancement of innovative methodologies and improvements in the teaching and learning process, as well as for achieving goals—effective results in IDEB assessments, which is a consequence of changes in educational government policies and the persistence of managers and teachers concerned with learning in the classroom. In the process of this, the objective of this article is to discuss the proposals and advances of the Educational Public Policies (PPE) of the municipality of Itabaianinha and to analyze the results of the IDEB Initial Years for the years 2017 and 2019. Thus, we are interested, in this study, the theoretical contribution anchored in Bonamimo (2002), Pestana (2016), Schwartzman (2005), Luck (2014), guided by discussions related to the evaluation processes of the SAEB and that, in this work, focus on the initial years. The main question that moved this narrative was: what are the mechanisms adopted by the municipality of Itabaianinha to obtain advances in the results of the IDEB? With it, we observed the context of PPE applicability that aimed better results for evaluations at the municipal level. The methodological map of the study consists of an external descriptive quanti-qualitative evaluation and case study of the results of the IDEB initial years in the 2017 and 2019 time frame of the municipality of Itabaianinha, making use of data from INEP, QEDU and documentary sources of the education secretariat of the aforementioned municipality. In view of this research, it was evidenced that the public educational network of Itabaianinha has been having significant advances in IDEB, which is also related to the development of the Ideb Positivo Project and its aspects. In addition, the importance of having the municipal evaluation system itself was evidenced, with its indicators monitored throughout the process. |
