O desafio da energia solar na Constituição da República Federativa do Brasil de 1988: Do setor público, pelo setor privado, para a Revolução Verde no Brasil.

Abstract

Present research aims to verify the validity of the hypothesis stating that the public instruments granting reliability for the paradigmatic German solar case could be useful in providing stability and in ensuring continuity for the investments demanded in transitioning the Brazilian energy system into an environmentally neutral one, as in providing baselines for altering the framework of public guided investments by the National Electricity Agency and the National Petroleum Agency, in order to better encompass the complex network of investments imposed as a condition to solar energy’s ascension. Therefore, in its ponderations, to solar energy has been granted a key-role among the other renewable sources in Brazilian transition, having then weaved a contemporary overview of solar market in Europe and Brazil, gathering the particular elements involved in this complex network of investments. As theoretical framework, it draws on the considerations made by Karl Polanyi in order to systematically interpret the Economic Constitution contained in the Brazilian Federal Constitution of 1988, as on the lessons of Mariana Mazzucato – and the framework of Joseph Alois Schumpeter, over which Mazzucato’s thoughts are built – pursuing the enlightenment of the role of State policies in the national energy transition.
