Refúgio e racismos: os desafios dos congoleses na cidade do Rio de Janeiro (RJ)

Abstract

This dissertation aims to understand the main challenges that Congolese refugees face on arriving and during their stay in the Rio de Janeiro city. Specifically, it analyzes the role of Brazilian policies, support institutions and society as a whole in receiving, welcoming and integrating refugees in this context, taking into account the ethnic-racial issue. Therefore, the subject-objects of this research are black refugees from the Democratic Republic of Congo who have arrived in the city of Rio de Janeiro in recent years. From semi-structured interviews carried out with the Congolese themselves and with institutions dedicated to their welcoming and accompaniment, fieldwork in the territories, participation in academic and integration events, news follow-up and the countless readings carried out throughout this work , it was possible to know a little about this universe. The path followed went through the study of laws, concepts, theories and a brief overview of migration and refuge in Brazil and all over the world. The research reveals the history of a country that has one of its marks in the neglect of its black population, but which, contradictorily, and at first, does not impose restrictions on the entry of black refugees of other nationalities into its territory. The language, the bureaucracy and the delay in obtaining documentation, and the low insertion in the job market are the main challenges pointed out by the Congolese and institutions involved. In-depth observation leads to an interpretation of refugees as a consequence, in the case of the African continent, of the long colonial and neocolonial processes that have not already ceased.
