Planejamento logístico de um terminal rodoferroviário de cargas: uma análise das oportunidades e desafios

Abstract

The present study shows the relevance of carrying out a logistic planning for the project of creating an intermodal terminal, through a case study involving the design of a railroad terminal for iron ore movement in the Belo Horizonte Metropolitan Region (RMBH), in the state of Minas Gerais. It is emphasized the importance of conducting a study of prior demand, in order to support the technical and economic feasibility analysis in sequence, and map the actors involved in the process of creation of the enterprise and their respective roles, and the social and involved in the construction process. In the first part of this study, some key concepts about intermodal logistics, cargo terminals, and iron ore logistics in Brazil are exposed in the view of various authors and government agencies in order to facilitate the development of the study and the theory behind it. logistic planning as a tool for the design of logistics solutions enterprises. The research consists of a single case study, which involved participant observation, focus group and documentary analysis, especially related to the company responsible for the management and operation of the railway section that serves the logistics of the flow of part of the production of ore iron in RMBH. Finally, we present the results of the particular case studied, containing the proposed demand curve, given the zone of influence mapped to the future terminal, the main actors involved in this case and their responsibilities and the points that constitute threats and opportunities for the sustainability of the project. Although few authors were found discussing the necessary steps to carry out the logistics planning, it was possible to identify through the study that the main steps proposed by the scholars of the theme are in fact applied, such as the sizing of demand, the creation of plans. and the structuring of planning for infrastructure sizing. However, through this study it was possible to identify other important factors for enterprises of this size, obtaining environmental licenses, government, communities and socioeconomic factors have high potential for impact in the planning stage. Thus, this tool is important for strategic direction, as it allows foreseeing a series of factors with real potential to influence positively or negatively in subsequent decision making.
