Title: "Primeiro Deus, depois o CRAS" : um estudo sobre consciência e desigualdade social a partir de sujeitos destinatários da política de assistência social

Resumo: A presente dissertação tem como objetivo analisar como os sujeitos destinatários da política de assistência social percebem a si e sua realidade e atuam frente às condições de pobreza em que estão inseridos. Compreendemos que a desigualdade social estrutural atravessa a formação da consciência e subjetividade dos sujeitos, gerando diferentes e contraditórios processos psicossociais, como o fatalismo, a resignação e a revolta. Recorremos, portanto, ao uso da entrevista semiestruturada, bem como do diário de campo proveniente do período de acompanhamento das atividades desenvolvidas em um dispositivo da proteção social básica, localizado na cidade de Juiz de Fora (MG). Em consonância com os objetivos traçados em nosso trabalho e pautados em uma análise histórica e dialética dos fenômenos sociais, observamos que a predominância de visões fragmentadas e individualistas sobre a desigualdade social e a consequente dificuldade em reconhecer sua posição social na sociedade de classes fortalecem posturas pessimistas, conformistas e imediatistas nas classes subalternas, tendo em vista a precariedade material forjadas em suas realidades cotidianas. Por outro lado, os sentimentos de revolta, indignação e coletividade se arraigam e são, muitas vezes, silenciados frente às contradições próprias das ideologias e das relações sociais vigentes. As formas de enfrentamento/resignação da realidade encontradas, no geral, perpassam pela crença religiosa e/ou pela tentativa do esforço pessoal e meritocrático. Frente a esse cenário, a política de assistência social, sobretudo, na ótica neoliberal, tem demonstrado suas limitações em contribuir, dialeticamente, com avanços nas condições materiais e subjetivas de vida dos sujeitos, por ela, “assistidos”, na medida em que se esbarra no predomínio da lógica assistencialista e focalizada que tende a reforçar a condição subalterna. Ao mesmo tempo em que consideramos importante o fortalecimento das políticas sociais na perspectiva da luta por direitos, se faz necessário apontar estratégias efetivas que fortaleçam e incitem a rebeldia dos sujeitos, por vezes, escamoteada, em direção à superação radical das mazelas sociais produzidas nas e pelas relações de produção capitalistas.
Abstract: This dissertation aims to analyze how the people aimed by the social assistance policy perceive themselves and their reality and act in face of poverty conditions in which they are inserted. We understand that structural social inequality crosses the formation of the people' consciousness and subjectivity, generating different and contradictory psychosocial processes, such as fatalism, resignation and revolt. Therefore, we used the semi-structured interview, as well as the field diary from the follow-up period of the activities developed in a basic social protection service, located in the city of Juiz de Fora (MG). In line with the objectives drawn in our work and based on a historical and dialectical analysis of social phenomena, we observe that the predominance of fragmented and individualistic views on social inequality and the consequent difficulty in recognizing their social position in class society reinforces pessimistic, conformist, and immediatists postures in thise subordinate classes, the material precariousness forged on their daily realities. On the other hand, sentiments of revolt, indignation and collectivity take root and are often silenced by the contradictions inherent in prevailing ideologies and social relations. The forms of confrontation/resignation of reality found, in general, permeate religious beliefs and/or the attempt of personal and meritocratic effort. Given this scenario, the social assistance policy, especially from the neoliberal perspective, has shown its limitations in contributing, dialectically, to advances in the material and subjective conditions of life of the people, “assisted” by, as it which bumps into the dominance of charitable and focused logic that tend to reinforce their subordinate condition. While we consider the importance of strengthening social policies in the perspective of the fight for rights, it is necessary to point out effective strategies that strengthen and incite the rebelliousness sometimes concealed of the people, towards the radical overcoming of the social ills produced in and by the capitalist relations of production.
