Title: Análise sobre a eficácia do projeto salto: um estudo de caso na Escola Raimundo Euclides Barbosa, em Pimenta Bueno - RO

Resumo: Esta dissertação foi desenvolvida na linha de pesquisa Equidade, Políticas e Financiamento da Educação Pública, no Mestrado em Gestão e Avaliação da Educação Pública do Programa de Pós-graduação Profissional (PPGP), da Universidade Federal de Juiz de Fora, e se relaciona à análise de mecanismos que garantem a permanência na escola e a progressão nos estudos, apoiada nas pesquisas sobre aceleração dos estudos. Como aporte teórico para a análise, foram adotados os estudos de Sampaio (2000), Patto (1999) e Freire (2003, 2006, 2007) e Freire e Guimarães (1991, 2001, 2002), nos quais centram a discussão teórica sobre correção de fluxo, fracasso escolar e a escolarização como processo de autonomia do sujeito. Os estudos de Sampaio, Patto e Freire dialogam, nessa pesquisa, com Romanelli (2003), Riani (2013), Parente e Lück (2004). Tais autores refletem sobre as políticas públicas voltadas às ações educativas, os percursos do insucesso da educação institucionalizada, assim como buscam meios para a promoção da educação democrática, por meio do acesso e da permanência dos escolares nas instituições até a conclusão dos estudos de nível básico. A investigação consiste em um estudo de caso, com abordagem qualitativa, tendo por objetivo descrever a prática de correção de fluxo em contexto escolar. O corpus da pesquisa foi constituído a partir de dados do Censo Escolar (INEP/MEC), da Secretaria Estadual de Educação de Rondônia e de uma escola pública na cidade de Pimenta Bueno-RO. Foram entrevistados dois Coordenadores Estaduais, um Diretor, um Supervisor Escolar, dois Professores do Projeto Salto, dois Professores do Ensino Médio Regular, além de terem sido aplicados questionários a 21 estudantes do Projeto Salto. A análise dos dados considerou a heterogeneidade de atores do processo de escolarização do Ensino Fundamental e Médio, bem como investigou a eficácia do Projeto Salto para a correção de fluxo escolar no estado de Rondônia, no período compreendido entre o ano de 2013 e 2016, a fim de identificar os impasses existentes no Projeto de Correção de Fluxo Escolar/SALTO, que fazem com que grande parte dos estudantes egressos, ao adentrarem no Ensino Médio, não consigam ter êxito em seus estudos e concluílos no tempo certo para sua idade. A partir do estudo realizado, constatou-se que o Projeto apresentou resultados diversos dos objetivos propostos em sua implementação, sinalizando, no entanto, propostas de avaliação, instrumentalização e readequação do modelo, a fim de que se efetivem, em estruturas pedagógicas posteriores, as metas da aprovação, mas também a ascendência na conclusão escolar dos ciclos, por parte dos estudantes, além da emancipação da aprendizagem significativa.
Abstract: The present dissertation was developed in the research line for Equity, Policies and financing of Public Education, in the Master program for Management and Evaluation of the Public Education of the Program of Professional Post graduation (PPGP), of the Federal University of Juiz de Fora and relates to the analysis of the mechanisms which guarantee the permanence at school and the progression in studies supported in researches about studies acceleration. For theoretical contribution for the analysis, the studies of Sampaio (2000), Patto (1999), Freire (1991, 2001, 2002, 2003, 2006, 2007) e Guimarães (2013),were adopted, which focus on the theoretical discussion about flow correction, schooling failure and schooling as a process of subject autonomy. Sampaio, Patto e Freire’s studies dialogue, in this research, with Romanelli (2003), Riani (2013), Parente e Lück (2004). Such authors consider about the public policies regarding educational actions, the course of failure of the institutionalized education, as well as seeking ways for the promotion of the democratic education, through the access and permanence of students in the institutions to the end of the basic level studies. The investigation consists in a Case study, with qualitative approach, aiming to describe the practice of flow correction in the school context. The body of the research was constituted from data extracted from the School Census ( Censo Escolar) (Inep/MEC), from the State Secretary for Education in Rondônia (Secretaria Estadual de Educação de Rondônia) and from a Public school in the city of Pimenta Bueno – RO. Two coordinators from the state, a Principal, a supervisor, two teachers from the Salto Project, two teachers from the regular course of High School were interviewed, in addition to being applied questionnaires to 21 students from the Salto Project. The data analysis considered the heterogeneity of the actors of the process of schooling for the Elementary and High School, as well as, investigated the effectiveness of the Salto Project for the correction of the school flow in the state of Rondônia, in the period comprehended between the years of 2013 and 2016, in order to identify the impasses existing in the Project for School Flow Correction/Salto, which cause great part of the students graduated from Elementary school, when entering High School, to not be able to be successful in their studies and finish them in the right time for their age. From the study performed, it was verified that the Project presented results different from the proposed objectives in its implementation, signing, however, evaluation propositions, instrumentalization and readjustment of the model, so that they become effective, in posterior pedagogical structures, the approval goals, but also the ascendance in the conclusion of the school cycles, by the students, besides the emancipation of the significant schooling.
