O ensino de música na rede municipal de Juiz de Fora: impasses na implantação da Lei nº 11.769/2008

Abstract

The teaching of music in Brazil is marked by a trajectory of struggles for your insertion in school education. Several studies indicate that music education has been away from regular schools from 1971, after LDB nº 5.692 establish the teaching of the discipline of Artistic Education. The teaching of music returns to regular schools in 2008, as mandatory content, after the approval of Law nº 11.769. We would like to point that the text of this Law presents some gaps, allowing the educational networks to interpret and adapt it for your effectiveness. This study presents the implementation of Musical Education in the Juiz de Fora Teaching Municipal Network, aiming to identify your limits and possibilities, dialoguing with the implementation in the teaching networks of Palmas (TO) and Porto Alegre (RS). We seek to verify the possible impasses in the implementation of this Law that arises from the struggle of a portion of society for the guarantee of Music Education in regular schools. Initially, we emphasize music in school education, analyzing your place in education, the limits and possibilities of the National Curricular Parameters and the proposal of the Brazilian Association of Music Education for the National Curricular Common Base. Then, we analyzed the approval process of Law 11.769/2008, seeking to identify the actors and their interests. Considering that the process of approval of this Law is not exempt from struggles, we seek to understand, from Bourdieu‟s studies, the disputes in the educational field. The final chapters depict the implantation of musical education in Juiz de Fora, identifying how this network interprets the Law and organizes the implementation of music teaching. We conclude this research analyzing and comparing the data of the implementation of Music Education in the networks studied and identifying the impasses faced. We verified that, in order to be effective in the implementation of this teaching, is necessary a previous planning starting from the dialog with the school community, avoiding similar problems to those observed in the networks studied.
