Análise da responsabilidade civil no contexto da Área Azul de Juiz de Fora

Abstract

The present work seeks to analyze the civil responsibility within the context of the rotary parking known as "Blue Area" or "Blue Zone”. Responsibility for possible damage or theft of vehicles left in the rotating parking lot is examined. It is intended to make a specific study of the issue within the municipality of Juiz de Fora, initially studying Decree No. 12.278 of 2015 that regulates the service in the city. In a second moment, it is evaluated how the civil responsibility of the State is understood in the contemporary juridical context. Finally, it is considered the legal compatibility of Decree No. 12.278 with the concept of civil responsibility of the State in order to analyze the position of the public administration in the case.
