Política de alfabetização da rede municipal de ensino de Juazeiro – BA: contribuições para o programa pacto com os municípios - todos pela escola

Abstract

This Educational Action Plan (PAE) is a case of study of Covenant Program with Municipalities: All for the School which is configured in a partnership of the State of Bahia with the municipalities to alphabetize the children in the public schools up to eight years old and extinguish the illiteracy. The State Department of Education started from the finding that the educational indicators of Bahia were below national and regional averages. In Juazeiro - BA, according to data obtained from the Information System of Education Hall (SIEM) of the Municipal Education Secretary (SEDUC), the indices point to low levels of literacy. Between the years 2009 to 2011, during which SEDUC implemented the system, it was observed that about 60% of students in 2nd and 3rd years were below the basic level. This PAE aims to contribute to the expansion of the existing program, covering four dimensions: the constitution of the Steering Committee Municipal Literacy (CGAM), hiring literacy, management and evaluation analysts. The methodological approach adopted was qualitative through reading research literature investigating the successful education systems and the factors that influence the improvement of them results (BRAZIL/INEP, 2005; CARNOY, 2009; CEARÁ, 2012; MCKINSEY; COMPANY, 2010; REIMERS; JACOBS, 2009), comparative analysis of the political literacy of Minas Gerais and Ceará, documentary research and semi-structured interviews with the social actors directly involved in the research: Education Secretaries, directors and staff who SEDUC runs the program in the city. The results obtained in the SAEJ Alfa and Provinha Brasil have indicated that despite the investments made on the Municipal Education Department has not succeeded in getting children literate by the end of the 2nd year of elementary school. The objective of this PAE is to expand the Covenant Program with the municipalities: All for the School, offering actions that may contribute to the success of its implementation, aimed at raising the literacy levels of students 07 years old of Juazeiro, BA.
