| Resumo: | O presente trabalho analisa o fenômeno da migração internacional brasileira, com enfoque no município de Governador Valadares, localizado no estado de Minas Gerais, e sua relação com o contrabando de migrantes. Para tanto, adota-se como recorte empírico o estudo de caso da “Operação Siblings”, uma operação policial deflagrada pela Polícia Federal em fevereiro de 2025, a qual desvendou a atuação de uma organização criminosa estruturada voltada à facilitação da migração irregular na cidade mineira. Através de uma pesquisa descritiva e analítica buscou-se compreender os aspectos históricos, culturais, jurídicos e socioeconômicos que contribuíram para a consolidação de um “mercado de migração ilegal” na região, bem como analisar o modo de funcionamento dessa rede criminosa e suas implicações. O trabalho demonstra que o contrabando de migrantes em Governador Valadares constitui um fenômeno complexo e estrutural, diretamente relacionado às dinâmicas de deslocamentos locais, às restrições impostas pelos regimes migratórios contemporâneos e à atuação do crime organizado transnacional. |
| Abstract: | This paper analyzes the phenomenon of Brazilian international migration, focusing on the municipality of Governador Valadares, located in the state of Minas Gerais, and its relationship with the practice of migrant smuggling. To this end, the empirical study adopts the case study of "Operation Siblings," a police operation launched by the Federal Police in February 2025, which uncovered the activities of a structured criminal organization dedicated to facilitating irregular migration in the Minas Gerais city. Through descriptive and analytical research, the study sought to understand the historical, cultural, legal, and socioeconomic aspects that contributed to the establishment of an "illegal migration market" in the region, as well as to analyze the modus operandi of this criminal network and its implications. The work demonstrates that migrant smuggling in Governador Valadares constitutes a complex and structural phenomenon, directly related to the dynamics of local displacement, the restrictions imposed by contemporary migration regimes, and the activities of transnational organized crime. |
