Title: Cultura, hierarquia e poder: implicações na comunicação interna da Polícia Civil de Minas Gerais

Resumo: A Polícia Civil de Minas Gerais vem tentando se adequar às novas tecnologias da comunicação, procurando difundir cada vez mais mensagens relativas aos seus serviços, através das mídias digitais, além da continuidade de utilização dos meios tradicionais, mas a utilização dessas ferramentas não tem sido suficiente para conter o descontentamento. A julgar pelas evidências de críticas do público externo quanto aos serviços prestados e o descaso que a instituição e o governo de Minas Gerais têm com questões atinentes ao próprio trabalho policial, nosso problema de pesquisa diz respeito à capacidade dos esforços comunicacionais se adequarem aos parâmetros sugeridos pela literatura acadêmica de Comunicação Organizacional. Num contexto como esse, eles seriam fundamentais para reduzir os efeitos negativos dessa visão. A hipótese a ser aqui testada, com base no corpus analisado, refere-se à tese de que provavelmente, em função da cultura organizacional haja uma resistência à adoção de uma política de comunicação mais aberta. Numa instituição marcada por uma cultura conservadora, sistema hierárquico rígido e relações de poder que tendem a favorecer aqueles que estão no topo de seu organograma, esses seriam fatores que interfeririam negativamente nos fluxos comunicacionais, causando desmotivação ao público interno e uma imagem incompatível com o que a organização prega. Sabe-se que a maioria dos servidores atuantes na Assessoria de Comunicação Social são destinados ao tratamento da comunicação externa. Acredita-se, por isso, que a comunicação interna não seja preocupação imediata da chefia. A Análise de Conteúdo dos boletins internos publicados na intranet da PCMG durante o período de um mês (15 de julho a 15 de agosto de 2018) pretende buscar indícios de cultura, hierarquia e poder e testá-los de modo a se poder inferir se essas características possuem ou não influência na comunicação interna da instituição. Foram coletados 50 textos de responsabilidade da Assessoria de Atos, os quais foram categorizados e analisados seus conteúdos, dentre critérios semânticos, sintáticos, léxicos, expressivos, além da apresentação visual. A escolha dos boletins internos se deu pelo fato dos mesmos estarem sempre disponíveis para consulta e também de ser a intranet o único produto disponível de comunicação interna. O trabalho requereu ainda um aprofundamento do contexto histórico e o conhecimento das ferramentas e estratégias de comunicação utilizadas pela organização, tendo como foco o público interno.
Abstract: The Civil Police of Minas Gerais State has been trying to adapt to the most recent communication technologies, gradually increasing the way how messages related to its services are spread over the general public throught digital media, and traditional one, however the use of these tools has not been sufficient to hold the dissatisfaction. Considering the evidence of disapproval from the external public about the services the lack of care that the organization and Minas Gerais State government have with issues related to the police work itself, our research issue concerns the capacity of communication efforts to fit the parameters suggested by the academic literature of Organizational Communication. In such a context, they would contribute in reducing the negative effects of this view. The hypothesis to be tested here, based on the analyzed corpus, refers to the thesis that probably due to the adoption of a more open communication policy. In an institution marked by a conservative culture, a rigid hierarchical system and power relations that lean towards to support those at the top of its organizational chart which might, these be reasons that interfere negatively in the communication flows, resulting a lack of motivation to the internal public and an incompatible image with what the organization preaches. It is known that the majority of the employees working in the Media Advisory are intended to the treatment of external communication. It is therefore believed that internal communication is not the immediate concern of the head. The Content Analysis of the internal bulletins published on the intranet of Civil Police of Minas Gerais Statet for a period of one month (July 15 to August 15, 2018) aims to seek indications of culture, hierarchy and power and to test them in order to be able to infer if these characteristics have able to infer if these characteristics have influence the internal communication of the institution. Fifty texts of responsibility of the Advisory Council of Acts were collected, categorized and analyzed taking into consideration their contents, among semantic, syntactic, lexical, expressive criteria, as well as visual presentation. The choice of internal bulletins was due to the fact that they are always available for consultation and also to be the intranet the only accessible product of internal communication. To conclude, this assessment also required a deepening of the historical context and knowledge of the communication tools and strategies applied by the organization, focusing on the internal public.
