Gestão financeira da política de ensino médio integrado e integral do Ceará

Abstract

This paper is about the financing management of the policy for High School Education integrated with Vocational Education developed in full-time period by the Education Department of the State of Ceará (SEDUC), focusing on the necessary financial resources for the maintenance of this network of schools. The objective of this work is to analyze the cost of this network of schools, once its maintenance requires a significant financial support, to check its impact on the state budget and the possibility of continuation of this policy with the financial resources constitutionally allocated for education. By means of literature review and documental analysis methodology in the official documents from the Ministry of Education (MEC) and SEDUC; studies that address the financial provision of this form of high school education; financial reports, as well as indicators of participation in the labor market and academic university achievement of these students, it was identified the possibilities and limits of this policy that ensures education as a social right, provides opportunities for professional integration of these young people before their university studies. After this analysis, we propose an action plan to be implemented by SEDUC, in order to contribute for the optimization of the financial resources for the maintenance of the Integrated High School Education policy, as well as its continuity as a public state policy.
