Abstract: This study analyzes the contribution of municipal tourism legislation to the strengthening of regional tourism governance, focusing on the Regional Governance Instance (IGR) Veredas, in the state of Minas Gerais, Brazil. The research is situated within the field of public tourism policies and territorial governance, based on the premise that tourism regionalization requires coherent, updated, and articulated municipal legal frameworks capable of guiding integrated planning processes, intermunicipal cooperation, and shared decision-making. The main objective was to understand to what extent the legal framework of the municipalities that compose the IGR Veredas contributes to the consolidation of regional tourism governance. The specific objectives included surveying and systematizing municipal tourism legislation, comparing it with federal and state regionalization guidelines, identifying normative gaps, advances, and innovations, and proposing recommendations for the institutional improvement of regional governance. Methodologically, the research is exploratory and analytical, with a qualitative approach based on documentary research. Municipal normative acts—such as laws, decrees, sectoral policies, planning instruments, and regulations establishing municipal tourism councils and funds—were collected and analyzed from official institutional websites of city halls and municipal councils, considering a twenty-year time frame. Data analysis was conducted through thematic content analysis, complemented by a comparative procedure between municipal legislation, state and federal guidelines, and principles of tourism governance, such as social participation, intermunicipal cooperation, regional integration, and long-term planning. The findings reveal that most municipalities in the IGR Veredas possess basic institutional instruments for tourism policy, including a managing body, municipal tourism council, and tourism fund, indicating formal adherence to the requirements of the Tourism Regionalization Program and the Brazilian Tourism Map. However, normative asymmetries were identified, along with gaps in the formal institutionalization of municipal tourism plans and limited structural updates in part of the legislation, which may restrict the effectiveness of regional governance. It is concluded that, although there have been advances in the formalization of municipal tourism policies, strengthening regional tourism governance depends on the improvement and updating of municipal legal frameworks, as well as on greater intermunicipal articulation and integration between planning, management, and regional cooperation, aiming to promote integrated and sustainable tourism development within the IGR Veredas.
