Governança regional de turismo: uma análise sobre a região paulista da Costa da Mata Atlântica

Abstract

Regional governance is a fundamental element for the implementation of public tourism policies in Brazil, especially within the context of regionalization, which seeks to promote coordination among municipalities and institutional actors in the organization of tourism activities. In this context, this study aims to analyze the regional tourism governance structure in the Costa da Mata Atlântica Tourism Region, located on the coast of the state of São Paulo, in order to understand the current scenario of institutional organization and verify the adherence of the existing model to the guidelines established at federal and state levels. Methodologically, the research adopts a qualitative approach with exploratory and descriptive characteristics, based on bibliographic and documentary analysis, as well as the examination of institutional criteria. In addition, criteria based on the guidelines of the Tourism Regionalization Program, the Brazilian Tourism Map, and the directives of the São Paulo State Secretariat for Tourism and Travel were systematized to evaluate the level of alignment between the existing governance model and current public policies. The results indicate that, although the Tourism Thematic Chamber plays a relevant role as a space for regional coordination, the current model presents limitations regarding institutional formalization and recognition as an official regional tourism governance body. It is concluded that the existing institutional arrangement does not fully meet the requirements established by regionalization policies, highlighting the need to improve the governance model adopted in the region.
