Resumo: O presente trabalho analisa a política de Redução de Danos como estratégia de saúde pública e sua interface com a atuação da Segurança Pública no contexto das políticas sobre drogas no Brasil. Partindo da crítica ao modelo proibicionista e repressivo historicamente adotado, examina-se a Lei nº 11.343/2006, destacando suas ambiguidades na distinção entre usuário e traficante e os impactos dessa indefinição na seletividade penal e no encarceramento de populações vulneráveis. O estudo aborda os fundamentos teóricos e normativos da Redução de Danos, situando-a no âmbito do Sistema Único de Saúde e da Rede de Atenção Psicossocial, bem como os desafios da intersetorialidade entre saúde, assistência social e segurança pública. Por meio de revisão bibliográfica de natureza qualitativa, analisa-se a tensão entre a lógica repressiva e a lógica do cuidado, além de experiências nacionais que demonstram a viabilidade de modelos multidisciplinares de intervenção. Conclui-se que a integração entre políticas públicas constitui elemento central para a efetividade das ações estatais, sendo a cooperação interinstitucional condição indispensável para a promoção da segurança cidadã, da saúde coletiva e da garantia de direitos fundamentais.
Abstract: This study analyzes Harm Reduction policy as a public health strategy and its interface with Public Security actions within the context of drug policies in Brazil. Starting from a critique of the historically adopted prohibitionist and repressive model, Law No. 11.343/2006 is examined, with emphasis on its ambiguities in distinguishing between drug users and drug traffickers and on the impacts of this lack of definition on penal selectivity and the incarceration of vulnerable populations. The study addresses the theoretical and normative foundations of Harm Reduction, situating it within the scope of the Unified Health System and the Psychosocial Care Network, as well as the challenges of intersectoral coordination among health, social assistance, and public security. Through a qualitative literature review, the study analyzes the tension between the repressive logic and the logic of care, as well as national experiences that demonstrate the feasibility of multidisciplinary intervention models. It concludes that the integration of public policies is a central element for the effectiveness of State actions, and that interinstitutional cooperation is an indispensable condition for promoting citizen security, collective health, and the protection of fundamental rights.
