Gestão e agenda em bancos multilaterais: um estudo comparativo

Abstract

The objective of this research is to investigate the agenda-setting processes within Multilateral Development Banks (MDBs), focusing on the New Development Bank (NDB) and the Asian Infrastructure Investment Bank (AIIB), particularly regarding the climate agenda. The choice of the NDB and AIIB is justified by their emerging relevance and by the fact that they represent a new generation of MDBs led by rising economies such as the BRICS and China. The study seeks to understand how these banks define and prioritize their strategic agendas, considering the influence of internal and external actors, political and economic contexts, and the challenges of decision-making within multilateral institutions. The research adopts a qualitative approach and a comparative analysis methodology to examine patterns of similarities and differences between the selected cases. It aims to identify the criteria and dynamics that guide agenda formation, contributing to a broader understanding of the role of these institutions in the global arena, particularly in addressing challenges such as the climate crisis. The research is structured in three stages: literature review, data production and systematization, and comparison and analysis of results. The study aims to contribute to agenda-setting theory and public administration practice, highlighting the importance of international cooperation and multilateral governance in sustainable development.
