A interação público-privada no desenvolvimento de novas tecnologias relacionadas à dengue: uma análise do caso da UFMG, FAPEMIG e Ecovec

Abstract

The objective of this term paper was to analyze the interaction between the public and private sectors in the production of a new technology for the intelligent monitoring of the mosquito considered to be the dengue vector, Aedes aegypt. The investigation was based on the ineffectiveness of the legal patent system in fostering exclusive innovation in the private sector to tackle neglected diseases, requiring public-private interactions to do so. The theoretical framework employed draws upon Zenon Bankowski's critique of legalism, offering an analysis of the underlying principles of the legal patent system and innovation law. The methodological approach taken was a case study, with inferences derived from the analysis of documents obtained through a request for access to information. The conclusion drawn from this analysis indicates that the legal patent system falls short of its intended goals. However, it is observed that Act 10.973/2004 has largely accomplished its primary objective.
