| Resumo: | Esta dissertação analisa a atuação do Gabinete de Identificação e Estatistica Criminal(GIEC) e o papel da policia em Minas Gerais, durante a Primeira República (especialmenteentre 1913-1918). A pesquisa investiga as dinâmicas sociais, politicas e culturaisquepermeavam as práticas policiais, utilizando documentos históricos como os POLseosRelatórios dos Chefes de Policia. O estudo destaca as limitações estruturais enfrentadaspelapolicia, como a carência de efetivos e de recursos, além de explorar como os discursosinstitucionais reproduzem preconceitos contra grupos marginalizados, como os ciganos. Aoexaminar as tensões entre os objetivos de modernização e as práticas repressivas, estetrabalhooferece uma reflexão critica sobre o papel do Estado e da policia na construçãodedesigualdades sociais. A análise das fontes revela tanto os avanços quanto as contradiçõesdeum projeto que buscava legitimar a autoridade estatal por meio de estatisticas e discursosinstitucionais. |
| Abstract: | This dissertation examines the role of the Gabinete de Identificação e EstatisticaCriminal (GIEC) and the police in Minas Gerais during Brazil's First Republic (specificallybetween 1913-1918). The research explores the social, political, and cultural dynamicsshaping police practices, drawing on historical documents such as POLs and PoliceChiefs' Reports. The study highlights the structural limitations faced by the police, includingmanpower shortages and resource constraints, while analyzing how institutional discoursesperpetuated prejudices against marginalized groups, such as Roma communities. Byaddressing the tensions between modernization goals and repressive practices, thisworkprovides a critical reflection on the role of the State and the police in constructingsocialinequalities. The analysis of sources uncovers both the progress and contradictionsofaproject aiming to legitimize state authority through statistics and institutional narratives. |
