| Resumo: | A presente tese apresenta uma pesquisa sobre as relações internacionais construídas pelo Instituto do Patrimônio Histórico e Artístico Nacional (IPHAN) no período da direção de Renato Soeiro (1967- 1979), época em que se entende ter havido o maior processo de internacionalização da instituição. Desenvolve-se uma análise da atuação dos órgãos internacionais e das normas, convenções, resoluções, dentre outros documentos, observando como estes influenciaram no desenvolvimento das políticas públicas e projetos de preservação do patrimônio no período indicado. Neste estudo, também se faz uma investigação sobre o conceito de soft power neste contexto, tendo em vista sua aplicabilidade frente às pautas internacionalistas encampadas por Soeiro. Examinando a partir de documentos disponíveis no Arquivo Central do IPHAN/Seção Rio de Janeiro, a atuação dele como principal representante internacional da instituição. |
| Abstract: | This thesis presents research on the international relations built by the National Historical and Artistic Heritage Institute (IPHAN) during the period under Renato Soeiro's direction (1967-1979), a time in which the institution's greatest internationalization process is understood to have been successful. An analysis of the performance of international bodies and standards, conventions, resolutions, among other documents, is developed, observing how these influenced the development of public policies and heritage preservation projects in the indicated period. In this study, an investigation is also carried out on the concept of soft power in this context, considering its applicability in relation to the internationalist agendas advocated by Soeiro. Examining documents available in the IPHAN Central Archive/Rio de Janeiro Section, he served as the institution's main international representative. |
