Integridade em institutos federais de educação, ciência e tecnologia: proposta de código de conduta para o Instituto Federal de Minas Gerais

Abstract

As well as several public organizations, the Federal Institute of Education, Science and Technology of Minas Gerais (IFMG) has taken internal measures to promote integrity and inhibit misconduct. However, the institution has not yet produced a moral code directed at its internal community. Through the important contribution of moral codes to the management of integrity, the present study aims to understand, from the context and the main actors of the IFMG, which key conducts are amenable to guidance and what are their expected standards. A qualitative investigation was carried out that consisted of a documentary research, the application of a questionnaire and interviews with the pro-integrity instances of the institution. The documentary research had as object 14 organizational moral codes of the federal institutes and allowed to compose, by integration and prioritization of contents, the key conducts most emphasized in the moral codes of the federal institutes, highlighting the pattern of behavior expected in these institutions. From this survey, a structured questionnaire was applied to the Integrity Management Unit and the Ethics Committee of IFMG, which allowed us to understand which key conducts should be emphasized (or eventually reelaborated) in the light of the institution's context. The analysis resulted in the construction of a Code of Conduct that was presented in the form of a draft resolution. The document was submitted to validation by three agents with prominent functions in the aforementioned instances, who were interviewed and their contributions led to the improvement of the original text. The results of this investigation supported the elaboration of a code of conduct for the IFMG, favoring the production of a document more aligned with its specificities and institutional needs. The proposition of a code of conduct based on the scientific method, in addition to representing a reinforcement of integrity management, contributes to the efficiency of management in the institution, since it will reduce the time of the servers dedicated to the construction of this document.
